6．特别声明

6.1采购人保留审查原件的权利，若报价人提供的资质证书、业绩及相关资料存在造假行为，其报价将被作否决处理。

Sinochem Energy High-Tech Co., Ltd. , acting as the Centralized Procurement Agency for Sinochem Energy Co., Ltd., is entrusted by Sinochem Petroleum Exploration & Production Co., Ltd. (the “Procurement Entity”) to conduct the procurement for the Syrian Assets Divestment Project (the “Divestment”) and General Legal Advisor – Law Firm Engagement. The service contract shall be signed between Sinochem Petroleum Limited and the successful bidder. Qualified bidders are invited to participate.

1. Project Overview

1.1 Project Name: Syrian Assets Divestment Project and General Legal Advisor – Law Firm Engagement

1.2 Project No.: 3412-PS202609110070

1.3 Procurement Method: Negotiated Procurement (Comprehensive Scoring Method)

1.4 Procurement Content: Divestment of certain assets and/or interests in Syrian Arab Republic and general legal advisor (for specific project content and background, please refer to Chapter 4 “Technical Service Requirements”).

1.5 Source of Funds: Enterprise self-financing.

1.6 Service Period: Two years since the date of signature. Specific timelines are subject to procurement progress and the Procurement Entity's requirements, as further notified in writing by the Procurement Entity.

1.7 Service Location: Online (remote).

1.8 Maximum Bid Price (Cap): None.

2. Obtaining the Procurement Document

2.1 Procurement Document Access Period: 15:00, 11 September 2026 – 17:30, 22 September 2026 (Beijing Time)

Deadline for Clarification Questions: 11:30, 23 September 2026 (Beijing Time)

3. Submission of Response Documents

4. Bidder Eligibility Requirements

4.2 Affiliated Relationships: Two or more legal persons with the same legal representative/ organization principal shall not participate simultaneously; a parent company and its wholly-owned subsidiaries and/or holding companies shall not participate simultaneously. 6. Special Statements

6.1 The Procurement Entity reserves the right to review original documents. If the qualification certificates, performance records, or related materials provided by the Bidder are found to be fraudulent, the Bidder’s bid will be rejected.

6.2 For bidders engaging in fraudulent conduct, bid rigging, collusive bidding, malicious low-price bidding, or other illegal or non-compliant activities, as well as those with a history of default in delivery or poor product quality in previous projects, the Procurement Entity will handle the matter in accordance with the “Sinochem Energy Non-Compliant Supplier Handling Standards.” See: https://****.com

6.3 For first-time suppliers, the Procurement Entity reserves the right to conduct a supplier site visit; only after passing such visit may the supplier be granted access to the product catalogue.
