马斯达尔混合项目 1 号变电站电气安装项目生产临建以及物资堆场工程工作内容包含但不限于：For Temporary production facilities and material storage yard works, Substation No.1, Masdar Hybrid Project, the scope of work includes but is not limited to

一、物资堆场全部施工内容I. All construction work for the material storage yard

（1）堆场全域场地平整、洒水压实作业；

（2）仓库区域 10cm 钙石换填、洒水压实施工；

（3）仓库场地 10cm 厚 0-40 级配碎石摊铺、洒水、压路机压实；

（4）10m 宽场内道路铺设 10cm 厚 0-40 级配碎石并压实；

（5）***网围挡及配套立柱安装（同 PV3 项目标准）；

（6）10m 宽钢制推拉大门制作、安装。(1) Full-site leveling, watering, and compaction works at the storage yard;
(2) Replacement with 10 cm thick calcium stone in the warehouse area, followed by watering and compaction;
(3) Laying of 10 cm thick 0–40 graded crushed stone on the warehouse site, followed by watering and rolling compaction;
(4) Laying of 10 cm thick 0–40 graded crushed stone for the 10 m wide road within the site, followed by compaction;
(5) Installation of enclosed wire mesh fencing and corresponding posts within the site area (in accordance with PV3 project standards);
(6) Fabrication and installation of a 10 m wide steel sliding gate;

二、生产临建土建及棚类配套工程II. Construction of temporary production facilities, civil engineering works, and ancillary sheds

（1）生产临建区域场地平整、洒水压实；

（2）临建场地 10cm 钙石换填压实；

（3）生产区细石道路摊铺 10cm 级配碎石压实；

（4）办公室、休息室区域 3cm 厚碎石摊铺；

（5）办公室走道、柴油发电机区、工人休息帐篷区 10cm 素混凝土硬化地坪施工；

（6）办公室空心砖水泥砌筑 3 级台阶；

（7）***网围挡 + 立柱搭设；

（8）8m 宽大门配套混凝土门柱制作安装；

（9）独立发电机防雨遮阳棚、吸烟棚、储水罐棚搭建；

（10）停车场遮阳棚（角钢立柱 + ***网）施工；

（11）全场 0.4m×0.4m×0.4m 标准混凝土支墩预制及安放。(1) Leveling of the temporary construction site area, watering, and compaction;
(2) Replacement and compaction of the temporary construction site with 10 cm thick calcium stone fill;
(3) Laying of 10 cm thick fine-grained crushed stone pavement for the production area; (4) Laying of 3 cm thick crushed stone pavement for the office and rest area;
(5) Construction of 10 cm thick plain concrete hardened flooring for office corridors, the diesel generator area, and the worker rest tent area;
(6) Masonry construction of Grade 3 steps using hollow bricks and cement;
(7) Installation of wire mesh fencing and supporting columns in the production area; (8) Fabrication and installation of concrete door columns for the 8 m wide main gate; (9) Construction of rainproof and sunshade shelters for the standalone generator, a smoking shelter, and a water storage tank shelter;
(10) Construction of sunshades for the parking lot (using angle steel columns + high-density sunshade mesh);
(11) Prefabrication and installation of standard concrete support piers measuring 0.4 m × 0.4 m × 0.4 m across the entire site;

三、配套辅助、收尾及规费相关工作III. Supporting auxiliary work, finalization work, and administrative fee-related tasks

（1）各分区测量放线、土方开挖回填、场地找坡；

（2）临建区域分界隔离、防护、标识配套；

（3）全套临建材料运输、吊装、摊铺、压实、人工辅材全包含；

（4）本项目临建工程 5% 增值税申报、缴纳相关配套工作；

（5）图纸深化、现场尺寸复核、按附图施工、分部分项自检；

（6）完成上述清单内所有分项的成品保护、零星修补；

（7）清单未列明但实现物资堆场、生产临建完整使用功能所需的全部附属零星工程。(1) Measurement and layout for each zone; earthwork excavation and backfilling; site slope adjustment;
(2) boundary demarcation, isolation, protection, and signage installation for temporary construction areas;
(3) comprehensive services covering the transportation, hoisting, spreading, compaction, and manual auxiliary material supply for all temporary construction materials;
(4) handling of the 5% VAT declaration and payment for the temporary construction works of this project, along with all related supporting procedures;
(5) detailed drawing preparation, on-site dimension verification, construction in accordance with the attached drawings, and self-inspection of individual work items; (6) completion of finished product protection and minor repairs for all items listed above;
(7) execution of all ancillary minor works required to ensure the full functionality of material storage areas, production temporary facilities, , even if not explicitly listed in the bill of quantities.

四、资格要求与合同条件Qualification Requirements and Contract Terms

3.1为履行本施工合同，响应人至少应满足本采购项目的施工资质等级（建筑机电安装工程专业承包资质），并符合当地资质要求（阿联酋），具备完成类似工程的施工经验和业绩，并已通过中国电建集团江西省电力建设有限公司的资格审查，并成为中国电建集团江西省电力建设有限公司的合格分包商。3.1 To fulfill this construction contract, the respondent shall meet at least the required construction qualification level (Specialized Contracting Qualification for Building Mechanical and Electrical Installation Works) for this procurement project, comply with local qualification requirements (United Arab Emirates), possess construction experience and track record in completing similar projects, pass the qualification review conducted by China Electric Power Construction Group Jiangxi Electric Power Construction Co., Ltd., and become a qualified subcontractor of China Electric Power Construction Group Jiangxi Electric Power Construction Co., Ltd.

3.2响应人必须具有独立法人资格，本项目不接受以联合体形式的响应。3.2 The bidder must possess independent legal person status; consortium bids are not accepted for this project.

3.3为具有被授予合同的资格，响应人应提供令采购人满意的资格文件，以证明其符合响应合格条件和具有履行合同的能力。为此，所提交的响应文件中应包括下列资料。3.3 To qualify for award of the contract, the bidder shall submit qualification documents satisfactory to the procuring entity, demonstrating compliance with the required eligibility criteria and capability to perform the contract. The submitted response documents shall include the following materials.

3.3.1有关确立响应法律地位的原始文件的有效复印件及原件扫描件（包括营业执照、资质等级证书、安全施工资格证、法人代表证或委托代理人证明书等），复印件需盖原章。3.3.1 Valid copies and scanned originals of the original documents establishing legal compliance status (including business license, qualification certification, safety construction qualification certificate, legal representative certificate, or power of attorney), with all copies bearing the official seal.

3.3.2按规定的格式填写公司的组织结构和拟在本工程担任项目经理及施工现场管理、主要施工人员的情况。3.3.2 Fill in the company's organizational structure, as well as details of the project manager, site management personnel, and key construction staff to be assigned for this project, in accordance with the specified format.
3.3.3按规定格式提供完成本工程拟采用的主要施工机械设备或工机具情况。
3.3.3 Provide, in the prescribed format, details of the main construction machinery and equipment or tools planned for use in this project.

3.3.4完成的与本工程相似的业绩及其合同履行情况。3.3.4 Completed projects similar to this one and their contract performance records.

3.4中标人在接到中标通知书后5个日历日内开始合同谈判，并在10个日历日内签订完承包合同。3.4 The winning bidder shall commence contract negotiations within 5 calendar days upon receiving the award notice and finalize the contract within 10 calendar days.
